Loading Finished, start initialization

I have been playing Diplomacy for the past week with no issues. However, after about 60 hours of playing when I launch the game it loads up to the chicken dancing screen at 100% and says Loading finished, start initialization. I have verified the game files, change the SSD the game is located on, reinstalled it, and turned off steam cloud saves to no avail. The only thing I can think of changing was buying/downloading the screensaver DLC and saving them to my PC to add as a wallpaper. Anyone have any tips or are going through this?
