How to get an under soil heating stadium?

I played as Colchester FC and i just got promoted to the premier league, my stadium capacity is 13500, but i dont have the under soil heating as per required by the Premier league rule

the board has refused to build me a new stadium, but instead chose to expand the stadium instead :(

what should i do here?
