It's because your players have returned from "vacation" and aren't match fit. To help this, still run normal training during these games. I know my coaching staff doesn't have any training set up during this competition, so I have to set it up myself. I noticed before I set any training, if I just left it as "rest" everyday, the players never recovered. So during that competition, it's not that they are tired as much as it's meaning they are "out of shape".
Just to add, I do not have this problem with players not recovering if I set up training. I DO have this problem if there is not training, just rest everyday. Same as 2020, they did not recover if you had no training, but when I added training, the players got back into shape and then it was normal. They would recover over the tournament.
