Also, checking with Pre-Game Editor; I see something new. Attribute weights for Staff; seems Negotiating is important attribute.
Another thing to consider is his/her reputation within the world (World Reputation). The higher the better.
My experience says the opposite.
That's good, but SI have confirmed that it has no effect. As they are able to see under the hood and know for sure what does affect something, I would trust their knowledge around the subject instead.
