The $10 DLC is only for the new modes. All of the other features will be part of the remaster and, I'm assuming, a future patch for the PC version.

Nothing, which is why it's not being advertised as remastered on PC. It's Broken Road DLC to basically add in the extra modes and likely to gauge actual interest in the game.
