The game engine doesn't support DLSS so they would have to backport the technology and a lot of people who created the custom systems they created for UE4.11 are no longer with Bend.
From what I remember official support for DLSS 2 was added in UE4.26

The game is built on UE4.11, with a lot of mods written for it, so it would do what the devs wanted it to do for this game.
UE 4.11 doesn't have DLSS. To add DLSS isn't possible, as far as I know. A later version of UE 4 would be needed, which would also mean re-writing all the mods which were done to UE 4.11. To much re-writing involved altogether for it to be worth while, I expect.
