It's probably just the PC version for PS5? The PC version already had higher quality textures and stuff.

Some games will openly admit to it as well. For example, a few years ago when they released the "Remastered Edition" or Tales of Symphonia on Consoles, PC Gamers complained about not getting it, so Bandai Namco actually added it to the a FAQ on the games website, stating the the reason why it wasn't coming to PC is because it had already been on PC since 2016 and the "Remastered Edition" was just a port.
As for why they aren't making a sequel, that's simple, they've already stated that the game failed to sell as many copies as they projected, so plans for a sequel were cancelled. Furthermore, a number of the key developers of Days Gone were laid off or quit over the years since the game originally released, and the current staff at Sony Bend Studios has repeatedly told fans to "move on" because it isn't happening, so even if Sony suddenly decided to mandate the development of a sequel, it wouldn't be quite the same as the first.
