I never found getting fuel to be much of a problem, so never bothered with it.
However, to stay on topic, I can't think of, or find anything else that can help :/ sorry man.
Point the camera down at the engine of the bike, look at what % durability it's currently at, zero durability and the bike cannot be driven, only walked around.
You cannot repair enemy bikes that have been broken, but you can hop on them and walk them around.
I'm 90% sure you hopped onto a broken enemy motorcycle.
So, I recently started another run, and I'd forgotten about this thread, sorry about that. But to give you a proper answer, now that I can; that sequence is not fast, it's slow. It's the tutorial for the bike controls, as they keep popping up throughout, and it's essentially "accelerate to not stop moving" more than it is to actually speed up.
Once you're in the game proper (which, I'm hoping by now that you are) it will play and feel way better.
