DX12 is not a requirement for DLSS support for UE4. Example one of my favorite game, Evil West, UE4 DX11 only.
DG is built on UE4.11. UE4.11 is pre DLSS and will not support it.
It was also build on a version without SSGI support and they back ported it to the game. The point is, DX12 or whatever version of UE4 doesn't stop them for implementing DLSS. Infact PS5 pro version is getting PSSR support, DLSS, FSR, XeSS all can be implemented.
