It's STRONGLY recommended to never manually install Windows updates, they'll push you the experimental version instead of the stable version which will automatically be installed when IT'S ACTUALLY STABLE.
You also need to do a Steam verify of the file structure as well as a reinstall of your graphics driver.
Personally I'm betting you are installing the experimental Windows updates which usually just ♥♥♥♥♥ up everything gaming related.
I expect that TR uses different names, but they'll be the same equivalents??
Not that it'll be any good to me to try and help you diagnose the problem and fix it.
