Game has a speed, not performance problems -FIXED
As noted by Digital Foundry in their recent performance review, I am experiencing surges in speed and movement on motorcycle and foot on my 4K 3080 setup. As noted by DF, its not a performance issue as constant 60 frames are maintained. Its almost like rubberbanding.
Anyone else experiencing this and is there a solution?
I have not updated to nvidia game day drivers yet so if anyone is running new drivers with 3080rtx and not experiencing this surging problem, please respond.

=> Edit. It appears that I fixed it in display settings by changing the default refresh rate of 59.32 or something to even 60 fps. So far butter smooth.
=> Confirming after couple more hours that setting refresh rate to exactly 60fps and
not the default 59.something has fixed the speed surging issue.

For me it's both. When the slowdowns happen, my fps also drops. Can go from 150 all the way down to 30 and then back up again.

Have tried both old and new drivers, and im using a 3090

Its not performance issue but appears to be a bug. in same spot it cycles back and forth with no change in scenery.

Yeah it happens quite a lot, especially when driving, no fps drops or stutter just the speed of the game changes intermittently
Given that DF has notified the devs I would expect a patch very soon, I'm really impressed by how well the game runs

Yes, anticipating a quick fix on this because its main blemish I see for stellar game.

Locking the fps to 60 seems to have helped a bit. It slows down a lot less now

Did you lock thru Nvidia CP or did you turn off Vsync in game settings?

Turned off vsync and locked it with the in-game settings

I've had this issue fixed when I lock the FPS through Nvidia CP. Using in game limiter doesn't seem to completely fix it for my case.

The in game limiter sucks, if you view a frametime graph with Rivatuner you'll see it spiking all over the place.

Also experiencing game speed issues. I have a 144hz monitor, but only get 52 fps when fighting hordes. The game will literally run slower like in slow motion. When away from horde it's full speed again.

Fix?

for me its completely the opposite, horde, enemies, terrain it runs fine.... but the moment i get on a bike the fps turns to crap, is almost a dead stop im getting like 4-5 frames. get off the bike back to 120-130 fps... wth

Change your audio output to 24bits 48000hz

Changed my audio settings from 32-bit 192000hz to 32-bit 96000 and it no longer slows down. Thanks for the tip.
