There's a romance, but only in cutscenes.

Not optional ones like you see in Bioware games if that's what you're asking, that would've been cool. Deacon (main character) is married to a woman and the story emphasizes a lot on that aspect, yes.

The whole game is about Deacon trying to find his wife. So yes, I'd say there is romance in this game.
