My best guess is that it's a loading related issue, because the longer I play for a session the heavier the stuttering gets.

What I've been seeing is that the FPS drops from ~100 down to 60-70 often, it seems to be largely in camps, or when riding around on the bike. Instead of the normal GPU utilization of 70-90 and running at the full FPS, it randomly plummets down to around 40-50 percent before going back up again. Doesn't really seem to matter if VSYNC is on or off. Right now I have it off and using Freesync though
It's doing this while CPU and GPU temps are around the high 50's and mid 60's and CPU utilization is 30% or less, so it's definitely not temps or bottlenecked in any way.
For reference,
3700x, 16 GB @ 3200 mhz, 6900xt, 3440x1400 res, freesync on, vsync off
I'm probably not noticing the stuttering as much myself only because of freesync, it is still somewhat noticeable though regardless, and even more noticeable with it off. So it would make sense that it's a game bug then if that's the case, and the huge swings in FPS probably causes stuttering to varying degrees for everyone.
Edit: Seems different then the above @SmOke3f47h3r linked? For me the FPS notably lowers/drops before returning to normal, not only the game speed, sounded like in that video that bug was only the game speed.
Locking the FPS to 40-45 in nvidia control panel in Days Gone profile and setting the power management to Maximum performance also in days gone profile of nvidia control panel seems to fix the issue, The game does not likes to run above 30fps but the stuttering is hardly noticeable at 40-45, the real issue occurs when the game is running above 45 fps, the stutters and slow downs get really annoying on bike
The difference on the screen is that although the game will jump out of the game at full speed, the screen will be better.After reducing the speed, it will be more stable but the screen looks like a layer of light white screen.
After jumping out of the game at full speed, display a better-looking picture at a steady speed.
After turning on "Afterburner", game performance will drop significantly and reading data will slow down. FPS will also change from stable to unstable. But I can open other screens to chat or do other things.
