AFAIK it doesn't count toward 100% completion.
Aye, it's a cut scene video. It doesn't count towards 100% completion, as far as I know, but it does explain a good bit. You can go back to that stone, on at least 3 separate missions. I only noticed it was still a mission after 2 visits, but missed it as I was just about to advance the story of the game in a major story mission.
The cut scene/flash back video is back to Days Gone 0.
Won't say more in case of spoilers. But you noticed the game starts at DG 701?
It's the count from the last time he's seen Sarah.
