Here's a link to an explanation of HDR.
https://www.bluecinetech.co.uk/hdr-10-vs-hdr600-vs-hdr1000/
I have a Gigabyte M34WQ monitor, 3440 x 1440p monitor. It's an HDR 400 screen, which means peak brightness is 400 nits. It's labelled as HDR Ready.
But if I test it, it doesn't pass many tests.

Microsoft now has an HDR Calibration app
https://support.microsoft.com/en-us/windows/calibrate-your-hdr-display-using-the-windows-hdr-calibration-app-f30f4809-3369-43e4-9b02-9eabebd23f19
And here's a link which explains how to use it
https://www.pcworld.com/article/1338717/how-to-use-microsoft-windows-hdr-calibration-app.html
Why it sometimes works and is sometimes greyed out I don't know.
It was originally a PS4 exclusive, intended for release in 2018, it was actually released in 2019. Steam ported it to PC in 2021. Was PS4 HDR capable ? I don't know that either, I've never owned a console of any sort. I know PS5 is HDR capable though.
When it works, it looks (even more) amazing! It's not a huge bother when it doesn't, but you really can see the difference.
You didnt mention are you activating HDR in windows or waiting for game to recognize and activate HDR?
The second is very bad.
If you have good HDR monitor , you should not turn it off.
I have it set to auto-HDR. I remember some game I have that auto didn't work. But it seems to be functional in the game menu about a third of the time.
Auto-HDR? That is for games that do not support HDR natively. It will not work if you enable HDR in game settings.
This game has option to enable hdr in game.
All you have to do is click "Use HDR" in windows settings and then in game options enable HDR.
Auto-hdr is something else entirely .And those two are mutually exclusive ,always use HDR if exist.
Auto-HDR sometimes does not trigger in some unity games. Because of dxgi flipchain issue.
Auto-HDR is not real hdr. Although it can boost image to help non-HDR games.
HDR in game options is always preferred and should always be used if exist.
After enabling HDR in game, go to game HDR brightness and adjust to your liking
Windows notification Auto-HDR will trigger and show in right bottom corner if game HDR is not enabled or doesnt support HDR. But will fail on some games due to issue i named above.
It's how I wish I could write an explanation. But I seem to explore off shoots and ramble all the time
Right on, I guess I'll turn HDR on all the time. Probably save some load times, too for stuff that has to turn HDR on for itself. Cheers!
Yeah going HDR all the time is best way to play. Auto-HDR (for non HDR games) is quite Solid. Although still cant match real HDR.
I do not have a lot of games. But from those that i do have i know only of one game that will enable HDR on its own if it detects compatible monitor but it also fails a lot. Resident evil 2 remake.
But that practice has been abandoned as it was very bad way to go.
For games that fail to activate fale Auto-HDR(new unity games) some people resort to SpecialK found on discord. To enforce Auto-HDR. Other people (with nvidia graphic cards just enforce dxgi flipchain in nvidia graphic card for specific game).SpecialK does same function , except it also provides some extras to HDR.
There are not a lot of unity game cases where HDR fails to apply. Mostly small companies.
Some swear that SpecialK HDR is better than what some games offer as HDR in game like Red Dead Redemption 2
But i would rather not comment on that.
I am personally always On HDR. And its amazing.
Have fun!

Yea, it wouldn't be the first thing about Win11 that is borked and they won't fix. Ever have your machine just forget that it has Bluetooth? Good times!
Is that MSI Afterburner? I have that (messed around with overclocking a little). Bkz that looks like a useful panel.
Are you using windows zoom perhaps? or just lowered resolution
Zoom in this game is borking resolution recognition. Fullscreen windowed 1440p. while monitor is 2160p
Just two days ago i uninstaled this game due to finishing second time, hdr worked fine in my LG Ultragear. But maybe again zooming is messing up with hdr?
Or maybe some
issue with windows not sending properly HDR info due to its second monitor and not primary? Have u tried on primary monitor?
I dont use second monitor any more. My 34" is too huge
