From my understanding your game starts at fullscreen exclusive and that screws up windows scaling?
Change from fullscreen to borderless it should solve the problem. Since borderless doesnt affect desktop resolution

In windows you can set your display scaling, normally it's 100%, but in some cases you would want to increase that, otherwise your text will be very small.
For my 4k TV, i need to set it too 300%, windows even recommend that. (You can find this setting in windows under display, option is called scaling)
I've noticed that when i start the game while my scaling in windows is set on 300% that the game doesn't recognize my tv as 4k, but a lower resolution, hence giving me only lower resolution options.
If i set the windows scaling to 100%, all the normal resolution will be available to me in game.

Just do borderless(window) mode. It should scale up to fullscreen without actually being fullscreen. All modern games this days are recommended to play this way.

Some applications need fix for windows scaling as they report improper resolution with windows upscaling. Using high dpi override will fix the issue untill official patch.
Problem with the above DPI override is that it can cause worse quality image then intended for that resolution.
Try both
Using windows scaling is not quite common and you might encounter this kind of bugs a lot.
So i would suggest looking for different solution. (if none of the above work as desired)
One would be a script that would change quickly scaling to normal (100%) and back to 400%
