how do you get into the locked church and the open windows on the 2nd story of boarded up houses?

I'm exploring in Belknap and notice a few boarded up houses with open 2nd story windows and the boarded up church. Not seeing a way to get into either. Noticed a quick cut scene showing his girlfriend's photo when I tried to enter the church, so maybe that is locked until a certain point in the story? For one of the houses I tried jumping onto a tree from a nearby rock but that didn't work. I don't see any objects close to the house from which to mantle up.

Yes, the church comes into play through a story mission. The only 2nd story place I remember gaining access too was when I had the mission to get the surgical knife.

If I remember right, I climbed onto a car or truck that was parked in the front and used that to access the balcony...

Yup. Sometimes you have to push a car/truck out of the way, or up against the building. Then get in that way. For some reason he can't jump across even a small gap.
The church is locked until a story mission.
There's another story mission where you have to find a ladder to access a house. But that's prompted to you at that point.[/spoiler
