Report a translation problem
For me it was no performance change. Maybe there are more snow particles, but the view distance it decreased, because of the snow.
The crazy part is, everything in this world will change. The Bike physics, the cloth reaction to the snow, the handling of the people, they freeze and blow warm air into their hands etc etc. Really mindblowing.

Press Ctrl + Backspace to open the menu. Click the close button that appears to close it.
Unzip to
%LocalAppData%\BendGame\Saved\Paks
[Create Paks folder if you do not have it]
Final location should be %LocalAppData%\BendGame\Saved\Paks\500-DebugCheatMenu_P.pak
You will need to go into your game install location and rename the sfpaks folder to something else.
HOWEVER, I found a workaround to make the snow stay "forever". In the dropdown menu for the weather (labelled "Time and Weather") in the debug menu, activate whatever weather you want and to make it stay indefinitely, go to "Override Wind Intensity"; Set Enable Override to ON, change the Override Intensity to anything (i just pop it up to 0.5), and set Execute to 1.
This will make the weather stay what it currently is UNLESS you go into a scripted event or close the game. If you go into a scripted event that changes your weather, just change it back to whatever you had originally and you DONT have to mess with wind intensity. However if you close the game, you'll have to set the weather and change the wind intensity once again.
