Game speed keeps slowing down and going back to normal speed

Every time I am on a bike and riding, there is always that micro-stutter that consistently happens. At first I thought the game was not optimized but after watching the video on Days Gone by Digital Foundry. Link here : https://www.youtube.com/watch?v=e5fz9_w3bGo (Go to the 13 minute mark)

He says that the game is actually working fine but its a bug that makes the game slow down and speed up constantly.

I'm just wondering if there is a fix to this because it gets kinda annoying everytime I ride a bike.

Are you capping your FPS to your minimum framerate? Should get rid of any stuttering.

What the ♥♥♥♥ do you mean by this, might I ask? I see you post it in a ton of threads on this issue but it's the most confusing thing.

Do you mean to cap it to 15fps? 1fps? some other super low setting? or do you mean to cap it at the max framerate your monitor can handle? Which i have tried via disabling vsync and setting the frame cap at 60 in-game, myself, but it doesn't work.

Do I need to set a cap via my graphics card settings or something the like?
