Is this the mission at the sawmill? Had that, just had to reload the save.
Why wont the Horde spawn in what it takes to survive?
The game requires the players to take down these Hordes as a part of the side missions. But Days Gone Horde not appearing after reaching the location has become a huge issue for the players. A simple fix for this bug is to quick-save the game and restart it immediately.
Simply just listen to all the dialog before you proceed to the next objective starting from when you first get on the bike. Best thing to do is not move until the dialog is over and you get the collectable notification on the upper right.
I read someone fixed it by driving through the field avoiding the yellow line. Turns out this only worked because they took longer and listened to all the dialog. If you listen to all of it, when you get to the cave, all the surfaces should load properly. If the ground looks odd, load the game, you went too fast.
When you're inside, listen to everything they have to say before interacting with the first dead guy. After that, make sure you listen to everything before interacting with any of the consecutive dead guys. It's important that you find all 4. When you start the fight with the Reacher, if it doesn't come after you, restart the mission and slow down. If the Reacher comes after you, you're good to go and the horde will show up.

I don't know if this is normal in games, I haven't played many.
This game seems to load the next section during cut scenes. If you skip or hurry though the cut scene, it doesn't have time to load the next section fully.
