Can't answer your question but I started on Hard and so far it isn't that hard. I figured survival was more for new game plus but I would start with that

New Game+ lets you start with all the skills you unlocked in the first play through. You also get to keep all your bike upgrades and weapons. The weapons will become available to you when you reach your safe house and can access the gun safe. You will also get access to a new sniper rifle that fires crafted ammo (poison cloud, explosive, electric, and can fire bought conventional bullets). You also keep all your NERO injections.

I played NG+ on the PS4 and it is very easy on normal difficulty. I want to try Survival II on NG+, but am going to wait until I get there on PC.

I really liked that I had my skills and weapons at the start of NG+ because Deacon had been in the ♥♥♥♥ for 2 years and it makes sense that he had developed more skills and collected more weapons. It lets you play whatever style you want right from the start.

I didn't like that you kept all the NERO health upgrades because I feel like they make you a bit too tanky, at least on normal difficulty. I was fine with the Endurance and Focus upgrades.

If you're looking for a more difficult experience on NG+ you can choose not to use some of the weapons and bike upgrades. If you really want to make it more difficult you might want to skip some of the NERO upgrades during the first play through.

Also, you keep your camp credits and trust level. That makes sense for the first two camps. You could make a case for the camps after that.

my only issue is i feel like it would be way to easy starting off with all your pretty much end game gear and ruins the point of survival

You can use whatever gear you like. If you feel overequiped, just don't pick up the stronger weapons from your locker. Survival 2 is kind of a mixed bag unfortunatly. I do like the increased difficulty and the missing HUD, even the missing minimap is cool. The disabling of quick travel on the other hand is kind of a slog espacially since missions tend to trigger when you are on the other end of the map.

That's why I said you should self limit your self to modulate your experience. The one thing that really makes the game feel a bit too easy are the health upgrades from the NERO injectors. With max health it's much easier to survive your mistakes.

If you're looking for a more difficult experience on NG+ I recommend not getting the health upgrades during your first play through.

I like to have the stamina one just because I like to leave my bike behind and explore. With out the stamina upgrades that can become rather tedious.

I like to have the focus for sniping, but try not to use it when facing down a horde.
