I played NG+ on the PS4 and it is very easy on normal difficulty. I want to try Survival II on NG+, but am going to wait until I get there on PC.
I really liked that I had my skills and weapons at the start of NG+ because Deacon had been in the ♥♥♥♥ for 2 years and it makes sense that he had developed more skills and collected more weapons. It lets you play whatever style you want right from the start.
I didn't like that you kept all the NERO health upgrades because I feel like they make you a bit too tanky, at least on normal difficulty. I was fine with the Endurance and Focus upgrades.
If you're looking for a more difficult experience on NG+ you can choose not to use some of the weapons and bike upgrades. If you really want to make it more difficult you might want to skip some of the NERO upgrades during the first play through.
That's why I said you should self limit your self to modulate your experience. The one thing that really makes the game feel a bit too easy are the health upgrades from the NERO injectors. With max health it's much easier to survive your mistakes.
If you're looking for a more difficult experience on NG+ I recommend not getting the health upgrades during your first play through.
I like to have the focus for sniping, but try not to use it when facing down a horde.
