Some of the solutions I listed are from that post that you linked here. Unfortunately, the microstutters are still there as I drive around. ACG confirms this in his review. The frametime spikes can be quite annoying. I'm just really sensitive to microstutters and even the slightest will annoy me. Microstutters are more noticeable at higher FPS because of the increase in FPS delta
However, I don't get the 1-3 fps stutters that people are talking about.
Most games can achieve pretty good frame rates, but most games usually have pretty bad frame times giving a “jagged” experience rather than smooth 60. Devs usually tell people to enable vsync so they don’t have to fix frame timing.

Absolutely. DF also mentioned decal problems which i am also noticing in this PC port (you can see asphalt deformations not rendering correctly). Just as you said - if it's not present in PS5 port it is fixable and developer stated that they are aware of game speed issues, so it's just a matter of time when this gets fixed. Shame they could not deal with those things before release, but then again it's mostly an impressive and stable port.

I have this same problem and tested a solution that mitigated, but it did not solve 100% of the problem, which was to lock the fps rate through the nvidia control panel and not through the game.
The only thing that solved my problem 100% was to set the monitor's refresh rate to 60hz within the game. This ensured that the game's frametime and monitor's refresh rate were perfectly synchronized, avoiding stutterings.
However, this solution, at least for me, generates very high input lag. So I preferred to go back to another solution to lock the frames on the nvidia control panel
Honestly though, I would hate to lock my monitor to 60hz if I know my gpu can do way more haha. I'll just have to wait for patches to fix the texture streaming problem
honestly, I wouldn't expect a miracle. The Unreal Engine, the graphics engine that this game was built on, is already known to have problems in streaming textures. Fortnite is a great example of a game that has high frame rates, but with a bad frametime.
In addition, I could see that this problem is not listed in the "known issues" identified by bend studio.
