I have the same issue on a rtx 3080 so don't worry OP.
I was trying to fix it for most of the afternoon but I couldn't. I see few people with this problem which makes me think that they may not fix it quickly. Hopefully not so!
For few min comes a new Nvidia Driver , support for Days Gone, maybe it will be better with the new Driver.
I already have install it. Same results.
i7 8700k, RTX 2080ti, 32gb ddr4, SSD's, 1080p.
Also tried a few things AFTER the Nvidia update.

same problem here, this fix it for me:
go to sound settings / Playback / Properties / extended /
change sound quality to 16 Bit, 44100 Hz.

This fixed it for me:
Under game display setting, my refresh rate defaulted to 59.34hz. Was having the problems above then I changed the refresh rate to an even 60hz and game became smooth as silk.
Put in 4 hours of play since and all is smooth.
Hope this helps.
This helps in many games that are ports. Surprised more players don't do this before playing the game just like setting up the controls.
Changing the sound settings fixed the problem for me. Thank you!
