It isnt your card or drivers, it must be something else to troubleshoot on your system.
Fresh Windows installs are rarely needed. I had an issue with a game which was crashing all of the time, tried an obscure forum suggestion of disabling scaling in display properties, never crashed again.. another time I had a game which ran at 6 fps until I switched off HDR, then it locked at 144.. Might just be some uncommon setting or service on your setup messing with the game. Installing windows is very time consuming after all !
I only wanted to say, your machine outdoes my rig it seems. (I run a 980TI) & I have all the settings cranked (but I play on a paltry 1920x1080)
& it's glass smooth... Wouldn't be the first time my gaming build seemed to occupy a sweet spot. But simply based on this, I'd say it is not your video card.
