Make sure you actually picked up the fuse. try to look around more to see if you might find a fuse from another spot.
I can examine the panel, which starts the fuse hunt. Then go to the corpse and get the trail to the fuse box. I can pick up the fuse and return to the panel and it will not give me a button prompt to insert the fuse. It shows the spanner/screwdriver floating icon, but no button prompt to insert the fuse.
I've tried starting the generator before and after getting the fuse. I've tried turning the generator on/off... nothing works.
I've platinum'd this game on PS4. So I'm familiar with how the game works :)
had the same problem and found a solution.
You have to proceed with the Spruce Lake checkpoint until you get to the point where you have to insert the fuse, but can't (at least that's what I did).
Then go to the Chemlute Community college checkpoint and proceed there until you can pick up the fuse (I assume that any other checkpoint with a fuse works too).
Then go back to Spruce Lake and insert the fuse. You can now access the NERO container and get the injector.
When you go back to Chemlute College now, it is as if you never picked up the fuse in the first place. You can proceed normally and pick up the fuse a second time to use it on the Chemlute checkpoint and get the injector there.
I would recommend to save first tho, you never know if it really works the same for you and me.

I see it all the time in every game I play, its very wierd indeed that many have same issues that I am not seeing, I don't have the sound issues, stutter issues, low performance in towns in camps that others are describing either it runs great on my setup
I finished everything in the PS4 version when it came out and I've really enjoyed the PC version. A bit odd that a bug like this is showing up for some people...
