Can't use in-game motion aiming

The only way I can enable gyroscopic aiming is by going into steam input, and setting my on-foot gyro to "Mouse Aiming", then I can set it to activate once the left trigger is pulled.

When I do this, I can go into the menu and turn motion aiming all the way down to 0 and I still am able to use the gyroscope to aim. If i go back into steam input and set the gyro to "None", it doesn't work at all.

What am I missing? I've tried looking this up and people make it sound like they just fire it up and it works.
