Report a translation problem
I found one post on reddit, that explains my problems very well and as the poster I also played the Sniper Elite games... so...
I don't know what the deal with this thing is. I can't hit anything with it. I've played pretty much all the Sniper Elite games on hardest difficulty. So bullet drop and aiming isn't a foreign concept to me. But with this thing I can be ten feet away aimed at their head and it just drops off. Another time an enemy is a little farther away so I try aiming a bit higher, and it soars over their head.
It is as he said... I have a zombie standing literally 3m (9 ft.) in front of me, aim at the head and hit his neck. In another situation a zombie stands 10m (11 yd.) away from me, I aim a little higher (1st line) and the bolt flies right over their head. It's as if the crosshair is too high and also as if the bolt rises for the first few meters and only then drops. It makes me crazy! :D
I play on hard and of course I deactivated all "auto-aim" features (it's a shame, that those are switched on by default), as I'm playing with keyboard and mouse.
Getting too close can cause problems.

That makes no sense because being closer should result in no appreciable droop in the crossbow bolt. if on the other hand your aiming at a target much further away then it stands to reason why there would be droop because then gravity will affect the bolt but point blank should be dead center in the reticle.
Ya I don't know it never worked reliably for me to get headshots on a consistent basis which in turn kinda screwed up my ability to stealth.
The above two pictures are just for you to remember the position, since you want to take a weapon with a parabola, it takes some time to get used to the attack position of the weapon at different distances.
There are three positions in the close-up test, the middle, the first line, the position in your screen, I don't use it often, so I'm not interested in understanding it.
As I said before, I normally know how to use weapons with bullet drop in games and I have played many dozens with similar mechanics, but I've never had something so unpredictable like the crossbow in Days Gone.
I got it to work somewhat by aiming it up and to the left or right of the target's head but I can't do it consistently so I'm in your boat on this matter.
And I really deactivated all aiming helpers in the game... because mouse & keyboard...
I'm the same I play with mouse and keyboard and have no aim assist active. If you look at my third pic you'll see I'm in the middle of a reload animation however where the reticle is positioned is where I was aiming to hit the middle of the six so the aiming is ♥♥♥♥♥♥ with that weapon for me at any rate. If I'm trying to snipe something from half way across the map I fully expect there to be an increase in the difficulty to achieve headshots but not something that is up close.
So going back to your pictures, ignoring the crosshair you can see that the crossbow is pointing at the bottom of the sign and the bolt went where it is supposed too. I will admit, the crossbow is extremely wonky as I remember when I last played this so I doubt it's intentional for the weapon to always hit so much lower than where you are "aiming".
