Empty horde caves?
I'm at the point where I'm about to start the mission to escape with Sara. Before I do that I wanted to take out some of the hordes in the region. I Googled a map to find all of the 13 hordes in the Highway 97 region. Then I drove to those locations and went inside the caves. I did find a couple of hordes, but most of the horde caves were empty. When I arrive at the locations the caves look like a horde cave, they have nest debris all over like a horde cave, they have that dark muddy trail leading out of the horde cave, but no horde. It's the middle of the day too, not night time, so the hordes should be hibernating.

I thought maybe I need to progress further through the game, but I'm at the point of helping Sara escape and, from what I understand, you can't return to the region once you start the escape mission with Sara. So, I must have progressed far enough, right?

Why aren't there hordes in these caves?

They are out protesting zombie rights. Or at one of the camps looking for you. Sry thats my best guess.

I am not sure but some hordes pop-up when you finish the game or you are past some story missions, or you try to reload the save-game, go away come back (fast-travel) etc. I had the same situation as you.

Oh, I forgot to add, with story progression, not sure when though.

Story progression might be it. Now that I escaped the militia, horde map markers are visible everywhere in the Northern regions. I can't go back down South yet, but when I can go south again I'll check those caves and see if they are occupied.

This is the key. The last few hordes on Highway 97 will only pop up after you have finished the main story. You can beat the hordes in the other regions earlier, however. Just check the caves after story progressions every now and again. I recommend killing all the hordes in Cascade, Belknap and Lost Lake before heading to Crater Lake because you will progress in the Horde Killer storyline up to 50%, which unlocks the SMP 9 + enhanced mag, auto shotgun and the IDF Pup, a very strong assault rifle.

That's how I did it once I summoned up the courage to take them on, the only one I had left undone before heading South was the Rover Flow Farm horde, but only because the cave was empty every time I visited it.

Tried to do it prior to the Sawmill story horde as well, but cave just always empty, even though the marker was on my map. The three red areas weren't working as they should though...

I've had a chance to travel back to the Crater and Highway 97 regions after being locked out from the escape mission. All hordes are now in there spots in the south too. So, this was simply a progression design. Anyways, maybe this thread will help someone in the future who is wondering where all the hordes are.

I'm almost sad the game is over. It was ridiculously fun. The hordes got my heart pumping every time. I'll never forget the Chemult Horde mission. I hope Sony makes a DG2. Would love to see what happens to O'Brian after seeing the ending.

I fought today the horde in the near of Hot Springs camp and the map showed three locations. I checked them all and found an empty mine at night. I went back there at day time and found those potato men. After throwing three grenades in there, the mission got instand completed. Guess you have to do the similar thing. Or check if they do some beach party, yeah.
