A real horde is when there are enough of them to fill your whole screen, and you pray you have not run out of napalm!
If possible, try to throw from a location that has hiding spots around it, like bushes or something. That helped me with the psychic zombies.
I finished ALL nests in the game with one simple tactic:
1 ) Take a fire weapon (molotovs will do fine for the first 20 hours in the game),
2) Stand as far back as possible while still being able to hit the nest,
3) Aim to throw (while keeping step 2 in mind)
4) Release and -immediately- start running
This works even in buildings where you have no choice but to get really close. If you start running as soon as you release, and just run quite far (let's say just far enough that you would still -maybe- hit with your crossbow) they won't ever know where you are. Oh, and I'd like to add that I burnt all of them during the day.
Anyway, even if you somehow manage to get spotted after throwing a molotov at a nest, it's usually up to 3 zombies which you can easily kill with just 1 bullet to the head each, even with the worst pistol in the game (which you have by default, don't even need to find it), even on Survival II difficulty, so I really don't see the problem.

But fine, here's actual tip which can be applied in all games involving stealth, even multiplayer:
Relocation.
Relocate as soon as you take a shot because it's logical for your enemies to look in the direction where the shot came from (which is always obvious), so if you remain there, you'll be spotted for sure. If you quickly change your position before your enemies even realize what hit them, not only will they lose you, but you'll also have an opportunity to get them from behind. I always use this tactic in Rainbow Six Siege and it never fails, yet actual (good) players are obviously much smarter than AI in a singleplayer game.

Bro... You legit can RUN and you don't have to kill them... Just run away.
OR, you can hide in any bushes and remain still... But you will need to deal with them as they come.
