A Full-Stop team features passives from the Full-Stop Office - Tamaki, Liwei, and Stephan - plus other ones that have synergy with them, like the passives listed.
You can also just use Thumb key pages (the standard minions) to accomplish this.
What does the Full-Stop team, which again: is not your main team -> supposed to do?
Answer: Turn 1 damage. A properly set up Full-Stop team can deal around 200 damage in one turn. The point is to send any fight that beat your main team -> over to your Full-Stop team -> to finish them off in a single turn.
You do get 3 floors to fight PT, but due to her teleportation, she randomly picks one floor to go to. If this floor is unequipped -> you effectively have 2 floors to beat her, so a prepared Full-Stop team is a good thing.
As for the main team's build, it depends on what you have. Have you done your general invites?

Yes, speedrun tactics for PT knock her halfway down on her HP on the first turn -> she teleports away -> she kills the second floor -> and then you move back for another "first turn" to kill her.
No, this is not something you should advise people to do.
It takes an understanding of the game that a first-time player just doesn't have to pull it off because there is a very small margin for error, if any.
I recommend plan that uses minimal luck. It's coincidence that speedrun loves it too. It counters the thing that makes her hard.
It's true that it needs understanding but that's for early game. They reach Star of the City. I think they understand.
