2. This feature opens closer to the middle of the game.
Passive transfer isn't unlocked until Chapter 4, so I wouldn't worry about that. Just pick a Key Page and select Combat Pages based on the passive ability it already has (assuming you've done more than just the Rats, you should have some usable Key Pages by now).
A handy way to do this is by marking one of each Key Page you want to use as a favorite (to keep track of them), and occasionally update the its deck as you unlock more Combat Pages.
This will be how you build your decks for a while, allowing you to get used to the system before things get more complex. I'd say that most Key Pages are viable in the early game as long as they have a unique passive ability you can take advantage of, so get creative!
