That might sound like it takes awhile, but there's only 14 fights required between start of game (minus abnormality battles) Given how fast early battles go, you'll get there pretty quickly.
There is a lot of story, no doubt, but there is no filler. They aren't gonna take two hours of your life doing nothing but hanging out at some beach for no reason. All the story that's available is there for a reason -> and it all feeds to the major events happening later in the plot.
"It all comes together" is a bold claim, I know, but I can guarantee you, that right after you beat the game -> if you replay the game, watching the cutscenes again, you'll be doing that "Pointing Rick Dalton" meme from the start. Yes, even during the Rats cutscene; the game pulls it off amazingly well.

There are times where you would think "Ah, I know where this is going" but you'd be wrong.

It is really poorly written.
I mean, a lot of it could be opinion, but I haven't run into anything I'd consider filler yet. Some stuff mostly unrelated to the main plot, sure, but it helps to flesh out the world/personality of characters.
It's all character work and worldbuilding. There's honestly very little filler, but even if you've played Lobotomy Corporation there's not enough context to understand what's happening until later in the game.
"Putting "bad guys" into books", it's apparently possible that PM haters are somehow even worse at reading than PM fans...
