Also, be wary of spoilers from other games. Safe to say some mods use content from other games and they can contain spoilers.
There are plenty of amazing mods in the "most subscribed list" and if you got some skins you're happy with and don't want to see them anymore, hit the minus button on the right for "Skins." Doing that will keep Invitation mods and QoL mods.
A lot of mods have the available language on them, usually "KR/JP/EN/CN" so be aware if your language isn't on there.
I'm sure you got a lot of mods to go through just by looking at the top list, so here are some mods that are not receptions (or skins).

You don't have to enable every single mod at once. I kinda recommend uninstalling mods you're done with unless you want to play using the key pages (or passives). Some combinations absolutely destroy the game. Enjoy!
And if you're OP OP OP OP and want something to flex on AND you want a challenge at the same time, there's "The Devourer of God" and "Jealous Flower." Good luck on that second one though.
There are a lot more mods than just the ones I've listed, so take your time.
A couple generic mods I'd recommend:
- Angels of Ruina is a classic, can't go wrong with dodge pages (it's one of the first ones you'll see on the mods list
- Jessica of Blacksteel (https://steamcommunity.com/sharedfiles/filedetails/?id=2901995696), it's a short little general reception that also pairs with dodge pages absurdly well along with being a smoke page
- Faust from Limbus Company (https://steamcommunity.com/sharedfiles/filedetails/?id=2822106183), it's great for difficult receptions solo such as DIstorted Ensemble
For the Touhou mod Dice suggested, I'm fairly certain that it's near to almost impossible unmodded (coming from someone who used mods to beat them), so you might wanna stock up on extra modded pages before you attempt it.
And... why is that? If you're complaining about the fight against Roland, someone did complain about that in the comments and it got nerfed. Otherwise, it is actually a lot of fun.
Yeah, I tried to avoid pointing out anything that's immediately visible under the most popular list, but yeah, Angels of Ruina is a top tier mod.
If you're gonna grab Faust, you should certainly grab all the Limbus character mods. By my experience, Heathcliff is straight up the most powerful one and Outis matches him. I'mma avoid further spoilers here.
As for Touhou, yeah, they're strong. That's kinda the point as you keep playing modded content. Like... lemme get this straight, do you only wanna play vanilla stuff to challenge mods? You never wanna modded key pages and combat pages? If so, then uh... I don't get you. That kinda kills about half the fun in the game: getting new key and combat pages and building them.
Also, if I had to rate "waaaaaaay too much power power power power" on a scale of 1 to 10:
Touhou is like a 2 or 3
Devourer is around a 5 or 6
and Jealous Flower is like a 12.
In fact, even if you cheat through the roof, you'll probably get wrecked thoroughly by Jealous Flower. Don't ask me how I beat it twice.
Also just curious, which Arbiter mod would be somewhat usable against mods? There are quite a few, I just love the aesthetic too much.
E.G.O. Myo would probably be a 4 if used correctly (granted, her fight is mildly trivialized by The Strongest plus normal Myo's Prowess on Yesod, but after getting her keypage she's still stupidly strong), and there are probably others that can score higher than that (I think Faust could even score a 4+ on Dice's scale due to her passive being broken and being able to trivialize some things that should never be trivialized).
Not all mods score 1s, team comps are everything and the main power source of modded teams comes from combining mods that should never be combined (take, for example, Angels of Ruina's Yishan plus Jessica of Blacksteel, giving me the potential to get solid 16+ evade rolls). These are both SotC (not even Impuritas) receptions and are fairly easy to do. Even the weaker mods have a use and aren't just simple 1s.
Personally, haven't tried any of the Arbiter mods, but general rule of thumb from what I've seen from modded pages are that if they don't have any form of "don't die before death" or "big damage"/"cancel die", they will probably get folded. I think most Arbiter mods should hold up okay until maybe Devourer of Gods, but don't take my word for it (haven't tried DoG yet either).
(Note: Watching replays for Devourer and for some reason, it feels a lot weaker. You can probably cheese this fight easily with counter die. Or maybe I'm blind and the playthroughs are using broken pages, which they probably are.)
Vanilla is definitely a 0 except for maybe Red Mist, BInah, possibly Impuritas pages, and Black Silence, but you can probably see why.
This mod doesn't work with Basemod for some reason (+ it doesn't work with Angels of Ruina), so you might want to be aware of that. It's a good mod from what I've seen, just don't expect any modded pages and remember not to accidentally delete all of your modded pages and progress.
Angels is a bit harder than vanilla (at least part 1-2 is), most SotC general receptions are vanilla, and I might tentatively say that every mod is basically vanilla if you consider Netzach's stalling plan. Except Bookhunter. Bookhunter's seen it all.
Coming from my modlist, here are the ones that I think are vanilla doable:
- Angels, at least the first part
- SotC General Receptions (Tia, Reed (Loughshinny), Jessica, theoretically Surtr, you get the drill)
- Ender Lilies doesn't use your own pages, so it's technically vanilla-difficulty
- A majority of the Limbus Company mods (not sure about Heathcliff. He's annoying.)
- Babamalk
- MAYBE E.G.O. Myo. I dunno. Don't quote me.
If you want to talk progression in terms of mods, go general receptions (the ACTUAL general receptions, not the Memory of Sorrow that shows up...), then Angels, then your assortment of Offices along with Touhou.
(Angels is just a useful mod, once you use it you'll never leave. Dodge dice just get buffed through the roof in a good way for you and for the Heralds.)
Be prepared to wait over 10+ minutes for all of your mods to load.
I'm dead serious. I've had a computer crash and hours of lost time waiting for mods to load. Have fun digging deeper into the modded hole, as your computer will NOT handle it.
So my active mod list is the QoL mods + the mods I wanna use (like the key + combat pages and passives) + the new mods I want to play.
The whole "wait 10+ minutes" is a bit of a meme to me because I wait at the most 2 minutes. I don't have "top of the line computer" but I certainly don't have a potato and people with potatoes might be experiencing super long loading times. The more mods you have, you the longer the load time, naturally.
Also, I made up that scale of 1 to 10 on a whim to make a point as to how absurd Jealous Flower is. I didn't intend to make some sort of "now we measures all mods by this!" Imagine grabbing some new mods, getting stronger -> then going into Jealous Flower without having any idea.
The "clueless" meme would've hit you hard.
