You are just unlucky.
Altho the point of brawl decks is usually to bring 3 brawl, 3-4 other strong cards, and 2 weaker cards.
Usually you should be able to consume all the weak cards at the same time you play a brawl card, since the dices that get remplaced are chosen from a card in hand, not being played.
Brawl is one of those meme gimmick combat pages that only work for the NPC. Gyeong-mi straight up has multiple copies of "Scratch That" in his deck despite it being gold and limited to 1.
Frankly, if you wanna make inconsistent meme decks, then more power to you. Just don't expect it to be good.
- Use Sayo's Keypage - she starts with an extra 2 cards in hand
- Fill the deck with Ink Overs, the Scratch That, Brawl, and two economy cards (1 light and 1 draw)
- Only ever use 1 brawl a turn and one economy card -if one is in your hand.
- Even if you have 1 economy card in hand, you should have about 5 out of 6 cards as possible targets for Brawl.
- Brawl doesn't target a card slotted into a speed die
- Basic strength passives like Bono's Unstable charge can help since you just want to roll a tad higher than the enemy
