(The Flash of Sunups are mostly obsolete by this point and can be replaced by any other card draw as you get it, but I find three clashes are still useful to let Yujin build emotion quickly so you can start spamming Ink Over as fast as possible without decreasing your hand size.)
This works particularly well with Happy Teddy, letting you Ink Over multiple times a turn if you have to.
I always found Kim underwhelming - I was using him for a while and he's not bad, but Singleton Strike is tricky to use effectively and at this point in the game slash has an odd assortment of cards. Even a total +3 power didn't make them useful for me. Still, you may have to use him just to fill your ranks.
Try the General Invitations you can access using the Cane Office pages if you haven't; they give some good stuff, particularly in terms of letting you put together a decent pierce deck.
Another deck that worked well for me when starting Star of the City was singleton ones. Will of the Prescript is an amazing card and is good enough to justify running a singleton deck all on its own.
Remember that once you've drawn your entire hand, provided you keep using Will of the Prescript, you'll keep drawing the same cards and the disadvantage of being Singleton becomes an advantage, allowing you to play whatever card fits your situation. This is why you don't really need Singleton cards other than Will of the Prescript (although there are several you might want to consider.)
Singleton Lyla is quite good (make sure to give her Speed, of course.) Trash Disposal is an amazing card, Repressed Flesh is also good, and with a bit of other card draw like Overcome Crisis plus some energy gain from Puppet Blockade or Extract Fuel, you can spam Repressed Flesh or Trash Disposal over and over again. Mind you, SotC is about when Lyla starts to get obsolete (the weakness to pierce stagger damage and low stats in general are too much), but she can help you break into better stuff.
All of the Cane Office Fixers make good Singleton energy decks (again, with Will of the Prescript as the only actual Singleton card.) Nemo in particular works well with a defense boost from Liquefied Flesh, using Energy Shield, Golden Opportunity, Ready Up, and Will of the Prescript to stall enemies and then using Energy Beam to override them as necessary.
Also, speaking of, giving everyone health regen from Health Hauler or Keeping in Stride. At SotC it becomes impossible to avoid taking hits sometimes because enemies will generally have as many speed gems as you, so you need to be able to regen the damage you take.
The Discard Deck works, too (x3 Daring Decision, plus cards that have effects when discarded, with Margin + Bottom Deal + Stacking the Deck) - make absolutely sure Margin is above Bottom Deal and Stacking the Deck in the ability list, since they'll be processed in that order. That way whenever you play Daring Decision you'll recover back to 3 light and 3 cards, which will usually let you do it again. Worth using with Emma's page, although it could be placed in several possible ones. Often this is used as part of a Brawl deck; although that's a bit obsolete by this time, it can still help.

To get this reception you need to use 2 books of your choice from Urban Nightmare rank (One more book than seven association reception and one less than Jeonng's Office reception). Just make sure that the 2 books you put in won't take you to a reception from the story ones.

Depends on what you want to get first. First is for singletons, seconds unlocks RM and is a boss fight, third for burn and last for charge builds. The second row is more difficult if you don't cheese it.
I went to get the entire second row (you can cheese it with full stop passives) and then went to last row. If you can't advance, then I recommend you to do some SOTC general receptions and then come back.
I personally do suppressions the moment they are unlocked, for the difficulty of course.
