Valentin's voice lines are broken?

Currently playing the Shi association reception and in the story previous to the battle plenty of voice lines from Valentin are missing. It is normal? It is a bug? or they never recorded these lines? I'm talking around 8 to 10 lines were the character speaks, but there is no voice at all.

May be a bug, recent playthrough had this happen as well, thought it was an anecdotal occurrence.

This is an old post. But yes, it is a bug, because I saw youtube videos prior to the day of my posts and his lines are there. Also the lines are in the game files as well.
