You need to kill the enemies while your emotion level is low.

There aren't any books that drop these pages, meaning you could kill any enemy at any emotion level and still not get them.

Oh sorry I misread the post. Where did you get the list of unobtainable Keypages? Are they in the game files?

If memory serves, these are the ones that were available a long time ago when the game was still in Early Access. They've since been permanently removed, so them being unobtainable is on purpose.
