and build olga discard
3x Daring dicision
3x wait up
3x gamble
tried to get used to this olga deck. It should carry you to the end of urban plague. Since there are no stronger deck than this olga until Shi-Association.
-Try the other routes too for more cards/key pages. Love Town was notoriously hard at first when we had no other routes available yet nor did we get advantadges such as extra speed dice from level-ups. It should be a lot easier if you, say, get the clan pages that focus a lot on slash/bleed. (But keep some damage variety in, some of the creatues have notable resistance to a specific damagetype.)
-Try to build up a strong team for these kinds of encounters. Such as hoarding all the 2-speed dice pages into said team, or teams if you're building 2 (which is probably a good idea). The Object D'art (oranges-rarity) pages are particularly good due to their lack of weaknesses at this stage.
-Deck-wise, for 2-speed pages i'd suggest building up something with better clash-winning abilities and light-regen. My general setup for them is x3 0-cost light regeneration pages (such as "Wait Up!" or "Loosen Up"), x3 2-cost pages that are good at winning clashes, and x3 3-cost pages that are even better at winning clashes (at the time, my personal favourite was Collission, about 3 of those in a deck where quite strong).
-Kill enemies ASAP, focus all your firepower on one enemy to kill it (or as much as you need to kill it, anyway), then target another, etc. This way, you'll stay alive longer since a dead enemy can't hurt you. This is particularly important for endurance fights like Wedge Office.
-For Wedge Office, you'll want to kill them off fast one-by-one as mentioned earlier, ussually by starting with Oscar, then Phillip and then the twins. Then in phase 2, do NOT attack when Phillip is shielding, it won't work (very well) and hurts you, just let him slap you for 2 turns. Once he goes into agressive mode, start counter-attacking. Collission is a good card to beat his Swearing Sword. Also try to keep a card around that's good for blocking his strong attack.
And generally just go all-out during his agressive phases while winning any clash you're able to. If you've got a floor with 5 librarians, use that and swap out the weakened librarian for a fresh one in phase 2. If you've realized a floor, even better, use that floor!
-For Love Town, do NOT engage with the enemies who'll get a power boost from it, but ALWAYS engage enemies who'd get a power boost from one-sided attacks. Be careful to not have guys targetted by power-boost-on-clash enemies use and hold onto defensive dice, or it'll be a "clash" anyway. Besides that, it still helps to kill them as fast as possible one-by-one.
For phase 2, try surviving with team 1 and weakening the smaller creatures but DON'T kill them (they get revived with 50% HP otherwise if the Boss wins), and also hurt the boss but maybe don't let it get below 50% or so HP or it'll go crazy. Then when team 1 wipes, have team 2 take out the boss and the creatures (you should probably start with the near-death creatures).
The boss is programmed to do a super-strong attack that requires 1 turn of charging up if all it's allies are staggered, DO WHATEVER YOU CAN TO STOP IT, stagger it or you will DIE. If the boss goes beserk (below 50% HP or so) and you can't win the clash, then just take the hit and try to hurt it with one-sided attacks, though if you've got any cards with defensive dice, they'll help soften the blow from stuff like Love Whip.
-Oh, and did you know staggering a enemy gives 1 light to the person causing the stagger? Or how staggered enemies take x2 damage? (Finish them off when they're staggered, defend your staggered librarians!)
-When you level up, you restore all Light. You get emotion coins from any attack interaction involving clashes. If an attack gets you enough "coins" to level up, then go all-out with high-cost cards! (And in general levelling up is quite important now, so clash whenever you reasonably can, if you're not too busy with other tasks.)
Welp, it won't get any easier from here, but perhaps this helped?
Phase 2, clash only with defensive combat pages for the first two turns and don't bother attacking, then go all out on the third turn to stagger him.
For Love Town...I'll admit I got super lucky and scraped by with 4 HP on my first try. I used Yesod's floor with paralyze/Musicians of Bremen memes(no unforgettable melody though). Should I have won? No. But I did. So the best advice I can give is, since you get two floors. Go in with your 2nd strongest floor, clean up, and then ignore the adds and only focus Tomerry. Clash with the adds so you don't get ♥♥♥♥ on, but at this point in the game it'd be super hard and unreasonable to one floor this boss. Try to get Tomerry as low as possible, and if you follow this strategy correctly the adds should be damaged and Tomerry will be hurting. Tomerry may kick your ♥♥♥♥ in, but they have two dice compared to our(ideally, 8 but idr how much speed we have at this point. I beat it with some one speed die guys.) so by sheer numbers they should fall and the rest is cleaning up the little guys.
Good luck!
Though admittedly it says nothing about reducing stagger damage... Perhaps that'll go through the buff, but it'll still severely chip you down. I guess its tactic A or B... Either you wait it out (A), or go full ham (B) and hope to either way stagger him before/during his insano phase with 5+ speed dice.
Though it has only gotten harder to go full ham on him since the updates... Oh, and DO NOT use Blunt-type damage on him, he's way too resillient to that...
Bypassing his defensive dice won't be super effective with how combat works NOW though... Only high-speed units can really do it, once he plays his card(s), the remaining defence dice will be in place to catch your next attacks.
On a more general note, atleast Netzach's floor is TOP ♥♥♥♥♥♥♥ TIER when it comes to survivability. CotG's healing tokens, reducing stagger-damage taken with Laughing Powder, all the works. If you've done a certain invitation too, the Corpse Cleanup and Health Hauler passives work even more wonders (though you may need to level up more to be able to transfer (more) passives onto key pages).
Also yeah, Stagger damage isn't reduced. That's the important part. You can burst him down when he's staggered, and it also delays his transformation a bit IIRC, depending on when you stagger him.

That said, and this is no offense to you at ALL, your Hod floor kind of sucks. The passives on Eden don't make much sense with having only one blunt die in the entire deck, and kind of eh on Bleed. The same can be said for a lot of those pages. Olga, for example, is flat out terrible as you're completely ignoring her main mechanic of discard. If you go a full discard deck with her, which is 3x Daring decision, 3x wait up, 3x gamble or something along those lines with Rains and Mika's passives, you'll be fine.
Before I go recommending builds, I'm going to say two things. Firstly, Salvador is great on Netz's floor due to the Protection passive, so throw him there. Secondly, do you have Oscar, Mars, and Walter's pages?

i won the battle once and after burning the books i got i just got 4 duplicates of the same page.
What page would that be? Before I get an idea of what I'm working with, I'm going to say use Netzach floor. It's the best one in general that you have access to, and is good for the fight. You can beat it with a range of card quality too, so it'll work out.
So in my winning run of the fight, I used Oscar's page, Salvador's page, one of the loli pages(I'd gotten p lucky with book burns), and Dino or Zulu's page. Is this optimal? God no, but it's setting a low bar. So you should be able to clear it with a full double die floor, like Mars, Walter, Meow, Sayo, etc. etc. The two you absolutely want on your floor here are Olga(double pierce resist into a largely piercing boss) and Salvador, who is an extremely strong key page all the way up to CURRENT CONTENT(though it certainly is getting to that point where he'll have to be phased out). You'll want a burn deck for Salvador, with Crack of Dawn, sunset blade, and flash up to name some good cards and I mentioned Olga's deck above. What other double die pages you take depends on what you end up taking, but I think it's a good idea to have one person with Bizarre attack and let them get one sided attacks off on Giga-Phillip, since it's good stagger damage and that's what you need for Phillip. Also, since I didn't know this either - you CAN attribute speed die to other characters, in case you want to something like that. Anyways, the pages I'd personally recommend are Sayo's(slash damage and bleed builds) and Oscar's if you can get him. If not, Mars's page should be fine working with a strong, generalist build. Keep in mind to try to get him to target slower speed die for his passive stagger damage.
