Complete power of Binah and the 'Colors'
It seems that Binah and the 'Colors' didn't fight their battle at their maximum power (Iori is an exception. Can't really figure out what she's thinking). Some are because of their incomplete power, while others just don't want to 'play too rough':

Binah: She is still an incomplete Arbiter with all her pages degraded.

Argalia(Blue): <On encountering librarians other than Gebura and Roland>:Let's not play too rough. Neither you nor I can reach it just yet...

Kali(Red): When Kali's HP drops to 350, Binah states thatHow intriguing. You were capable of wielding that power so far in the past.

Roland(Black): This one needs no explanation.

Methink it is possible that Binah, Gebura and Roland will be capable of wielding their complete power in the future, and Argalia will 'play something rough' at the end of the story.
Some brainstorming: as a dimension-walker, Iori will simply walk out of her book in the end

Eh, blue boi says the same thing on any other floor, too. To my knowlege there's no dialogue for him vs Binah. He's just that unremarkable to her, probably.

Do find it rather presumptious to think Roland is the black silence still... Nothing really indicates that to my knowlege. And if he where, i don't see how he'd gain that power back like Gerbura, nor does his key page have any indicator of hidden powers.

The main reason blue boi has beef with Roland is that Roland's wife was blue boi's sister. Of course he took it quite badly when his sister died, possibly blaming Roland somewhat for it. His statements towards him seem to angle more about thinking little of him and how he permitted his sister to marry such a "little man" rather then anything indicating a Colour rivalry.

Ah well, if there's anything like that about him the story will have to explain that in due time.
Saying there's 'nothing really' to indicate he's the Black Silence right after Gebura's realization is just being stubborn, come on.

Anyway yeah, Binah is incomplete and Gebura still has 2 unseen passives in her basic page, so I think we'll see a power up for them soon enough(since we're near the end anyway).

about Gebura's passive, i just check some hour ago and it seems the other 2 unseen passive is gone

Oh hey, you're right. Now that's just weird. They had to have intentionally put in 2 unseen passives before, since Red Mist had its name since we unlocked her floor, so I wonder what gives?
Most likely the devs trying to figure out 'Do we just make a way for Gebura to 'unlock' those passives > have her page evolve into the Red Mist's page, or do we just want to give her a page only she can use?'
Considering Angela replaced Roland's limbs, wonder how that would affect his power
What makes you think the Kali we fought wasn't giving 100%? Angela told her that she could get books that would fulfill Carmen's research, something Kali wanted above all else.

She transforms at 50% and not immediately because her Red Mist form is EGO pulled from her own heart. You can't just DO that whenever you want, you need to reach the emotion threshold like Philip did, and like how Gebura needs to reach Emotion 4 to transform the same way, and our librarians need emotion ~3 or so before they can properly use EGO

Kali was also a 3-floor boss fight with incredibly punishing skills and attacks, roughly the equal of Iori. I've no doubt we were fighting a Color in her prime.

Argalia was absolutely just ♥♥♥♥♥♥♥ around and I think ask the evidence we need there is that he's spamming a card called "Scout" - he's just checking in to see how the library is doing.
I am in agreement with Binah being an incomplete Arbiter and having her powers degraded, hell take all her cards, they're all 'Degraded' versions

Iori and Red Mist I'm certain were giving it their all.

As stated by you Sieg Kali wanted to help Carmen figure out how to extract Cogito, and Kali has expressly stated in her book and through dialogue that she was more than willing to die or risk her life in order to help further Carmen's plan, so I'm certian Kali was giving it her all.

On top of that it wouldn't really make sense for her to take it easy since she was expressly told if she failed the reception she'd be turned into a book and die.

Argalia is just blue ♥♥♥♥♥♥♥, I know he was just ♥♥♥♥♥♥♥ around, especially since he's relying on Light getting accumulated at the Library

He wants to take the light of the library for himself, and he isn't willing to take it until it's all ready

Remember, we're accumulating all the light that was sent out from the White Nights and Dark Days, because it lead to the Distortion.

Argalia's passive, Vibration doesn't even have an effect right now, and regarding Scout, well, a scout literally just does recon and observes things

He didn't come to the library to tear everything down, he came to the Library to see how the progress is coming along.
I want to remind you of a very important detail. In one of the conversations between Roland and Angela where they discussed colors, Roland mentioned that Red Mist is a solo fighter and Argalia is a group fighter (has support). From the above, we can conclude that:
1. Argalia will not fight against one.
2. He is weaker than the rest of the colors due to the availability of support, although this will probably make him some of the most unbearable opponents.
The power level stuff is a bit messed up because while the game is plenty long, the actual scaling from nobodies to actually competent and powerful is really rapid, partially due to the different paths being used to separate out the story threads and make sure that threats are represented at around the appropriate level.

Really? Back in Lobotomy Corporation, Garion (now Binah) forced Daniel (now Chesed) to released all abnormalities in the entire corporation, Kali (the Red Mist) managed to solo all of them and paralyzed Garion within one hit. What makes you think that the Red Mist stimulated by Angela is capable of doing such a thing, even after manifesting her EGO?

Angela said that she summoned that same red fog at the peak of her powers. I certainly understand that I want all the cool characters to be cool, but think about the balance.
