Your pages look fine, so I don't think it's that, so I'll just give some tips about the fight itself:

1. Make sure to look at all the enemy's attacks, block the additional mobs when they use pommelin' and ignore the mobs when they use ram.

2. Make sure to also look at the additional mob's defenses, as they are weak to 2 different attributes and incredibly resilient to one.

3. When fighting Tomerry, focus on staggering all 3 additional mobs while reducing the damage taken by Tomerry as much as possible. When you stagger all the additional mobs, he enters a special transition state where you have to all in burst him on that turn to try to stagger him.

4. Aim to kill him while he's staggered, or you'll be in for a tough fight. I recommend ignoring all adds at this point if you can finish him off, because he wont respawn for the second reception.

Some additional tips to add to Littaylor's comment and another possible way of beating the Tomerry encounter:

1. Use your primary team on the first act when fighting 4 of the love town's folk to help them build up emotion, ideally all your teams emotion level up to at least 1 or 2. That way your team has access to use the max amount of light possible (the reason for this will come up later)

2. Now once you get to act 2, the fight that actually has Tomerry in it, you will use your secondary team to fight first. The whole purpose of using this secondary team first is to weaken the act overall. This means that the secondary teams entire purpose is this:

- To reduce the love towns folks health to near death, but not killing them since Tomerry's passive will bring them back to 50% hp if you do, this is the primary purpose of the secondary team
- To slightly weaken Tomerry a bit, taking off a bit of health of them so that they are easier to kill, but remember to keep Tomerry above 50% hp otherwise it becomes far more difficult. Honestly this is really more of a side objective sodon't worry if you don't hurt Tomerry that much.

3. Let the secondary team die once you've achieved both of the previously mentioned purposes above

4. Now you bring in the primary team, who because you used them in the first act should have their emotion level elevated and should thus have access to a lot more light. Additionally, because the love townsfolk are near death due to your primary team you should be able to kill all the townsfolk within the first 3 scenes.

5. Now as Littaylor mentions once Tomerry gets into that state where they are preparing for there super attack you want to focus all your attack on Tomerry to stagger them.

6. Once Tomerry is staggered your gonna want to unload all your attacks on it and hit it for as much damage as you can.

7.At this point due to all the damage you've dealt Tomerry more than likely has gone below 50% health and is going crazy. At this point what you want to do if possible is redirect all of Tomerry's attacks to people that are endured to the attack type Tomerry is throwing that way damage will be minimized. Meanwhile all your other librarians should attack Tomerry to kill them as quick as possible since this has now become a DPS race. What you should also keep in note is to prevent librarians from becoming staggered at this phase, since losing a damage source is not ideal.

This should let you consistently beat the Tomerry encounter.

Important thing to note however is throughout this entire process you should definitely keep in mind Littaylor's tips number 1,2, and 3. These are good things to keep in mind in general when doing this fight.

Keep in mind this is just one way of beating Tomerry and I am sure there are plenty others as well.

Hope this helps!

You can use Netzach's floor as the Secondary team since he has the 25% damage on death Abnormality card to weaken the Townspeople.

Also, for Tomerry, when you switch back to the first team. Stagger them when their charging up for the power attack When their near 50%. That way, you can skip a turn without Tomerry rage pummeling you and get some extra damage in.

I normally do the fight with my first team doing the first act and going through as much of the second act as possible
said team is
discard deck olga
bleed deck sayo
burn deck salvador (using burn to get additional stagger before charge phase, 1-2 extra stagger essentially triples stagger output from the salvador user in phase 1)
wedge deck oscar (an experimental deck I've been trying out using both hand sustain with Sparking Spear and light sustain with CU/WU!)

Sayo deck is the MVP of the fight by far, if you let them get one sided sharpen blade + clean ups you get 8 bleed on tomerry which even in phase 1 costs him 24-32 health just from bleed damage. My first attempt with this loadout went horribly wrong because I had dealt too much damage in phase 1, skipping the charge phase entirely and going straight into rage phase which was a nasty shock especially when it coincided with my oscar deck user getting staggered. If I didn't do that I likely would've got a single act win on Tomerry.

I'd argue at the moment Sayo is the strongest page so far despite being a limited just because of how strong it is in terms of raw damage (SB + CU is easily 20 damage for nothing) and bleed stacking which murders bosses insanely fast.

Oscar page is also amazing in the fight because you can use it to deliberately double aggro tomerry and trigger its passive for a single act (it's a straight 25 damage decrease on every hit including what should be the killing blow, meaning NOTHING will kill the Oscar page user when it kicks in for that act).
Thankfully I managed to kill tomerry in this team which made my second team clean it up in no time at all, Sayo just makes getting the boss kill far easier than before.

My second team is
Brawl Deck Mars
Defensive Deck Walter
Bleed Deck Sayo
Buffing Deck/Observe + Wrath of Torment + Opportunity Spotted Meow

It's basically pure raw damage + an aggro taker Walter to kill a phase 2 tomerry ASAP, Observe + Wrath of Torment + Opportunity spotted is something like 60 damage on a paralysed target.
