DirectX is a graphics display framework supported by almost all PCs.
If it was working fine before, and not today that either means something went wrong in your PC - drivers, hardware, etc, or that you started it in a different way this time.
One of the first things to try would be to restart your computer and see if the problem fixes itself.
Some games can be started in DX10 or DX11 compatibility modes as necessary.
Not exactly sure about the message, but -dx10 or -dx11 would be a command line argument. You'd enter this under the startup parameters\options somewhere which tells the game to run in that mode specifically.
To see what version of DirectX your computer supports:
Right-click your Start Menu and select Run. Enter "dxdiag" and click OK. The first page of the DirectX Diagnostic Tool will list your DirectX version.
DXdiag says no problems detected
