Lack of pretty much everything
If you want people to play your game. Stop ♥♥♥♥♥♥♥ restricting the startup with no personell, no possibility of recruiting more etc. ♥♥♥♥♥♥ power output with major requests leads to -nothing- pretty fast, in an enviroment made by an engine that doesnt seem to give a ♥♥♥♥.
Again, awesome "job".
To bad I cant refund this ♥♥♥♥ and buy the other game that just came out that does what I thought this would. Allow me to build a ♥♥♥♥♥♥♥ colony underwater without concerning my ass off with personell issues on a planet overflowing with it.

I dunno, every builder I've ever played you have to worry about 'personnel'. You may want to find a different genre.

The early game comes with a series of mission objectives that are handed to you. Several of these pay out in the form of additional staff for your sea base. That should help you out when you are starting.

After that point, it's a game of clones. Harvest sea life, get together enough research points to upgrade your clone lab's effectiveness, and strive toward the goal of producing stable, healthy clones. See the mutation ratings on your wildlife samples? Some are positive, some negative. Get the total mutation chance to zero, and your clones will last. Even if you can't get that mutation chance to zero until you have explored some and built outposts around the place, you can still bulk up your workforce with some temporary clones. It's a bit unethical, but we're on the sea floor to avoid being caught performing our spectacularly unethical cloning experiments, so it's expected.

You may have to go further afield to find sea life that might produce engineer or scientist clones, but your buildings will work adequately well without those. Also, remember to have multiple oxygen grids that do not link together, the way the game calculates air quality makes it advantageous to split up facilities that degrade air quality.
