A game development doesn't mean you put 5 to 10 years++ into a game. People will also get bored and want something fresh. This is where they had to give up and develop a new game.
For example, why we got NK Archive instead of something like BTD5 or old flash game remaster. This also includes touching up BMC mobile/Steam to give 2nd meaningful city.
However they have other projects to either experiment or develop. BTD6 is one of them they put plenty of time because it heavily focus on tower balance.
BMC Flash just isn't worth their time to mess with because I asked and as I expected, it was built on old Flash Architecture. Yes, you can try to mess it, but it is Flash. I mean, "Good Luck".
Even though BMC Mobile and Steam used different architecture to develop, it doesn't mean they should spend time to develop. Like I said, they just have other things to do.
Moreover, the features from Bloon Dunes already merged into one city for this version... Having another city also means you have to capture XXXX tiles again with a lot of fresh progress. It isn't certainly worth everyone time to progress it, so at the end we only see 1 city.
