I use to be able to win this once in a while but now every time this reset it puts me with other players more advanced than me. I am level 21 and i am in a group with several level 23 and level 24 players.
They win it every time and i spy on them and they have building that are locked out to me so if they have stronger towers that i cant even buy yet how its this fair??"

When you're placed into a new CT, you are assigned a Tier based on city level (at least in the Flash version of BMC, but it looks like it applies to Steam version as well). The Tiers are every 4 city levels (5-8, 9-12, 13-16, ... 37-40). You're in the tier of city levels 21-24 (Tier 5). I'd agree that's a tough tier to be in since some players have very powerful upgrades like 4/x Ace while some don't. Tier 3 is tough too for players that don't yet have Farms.

for me (city level 12 for that ct) even seeing a zomg is good :p go as high as u can and level up.

city lvl means very little in this game. truth is first towers are the best, most cost effective at killing. dart monkeys, tacks, ninjas can easily take out moab classes. SNIPER wow, cheap can make you money can take out moabs.
CT one should never use ace, gattling gun or other high priced towers. quantity is better than quality most of the time.
knowledge, place your wild cards in the right category.
