You send an attack to someone, the person who receives it will have your attack land in a tile on their city, and they'll get to play it like a regular tile (but with the difficulty level you sent to them) to defend it. If they win, your attack gets defended (I don't remember if you receive any rewards). If they lose, you'll take some cash from them, as well as receive some honor.
The person has 24h to try and defend an attack, if they don't, the tile expires and they lose automatically. However, keep in mind this timer only starts counting after they log in to the game, so if the person who receives your attack hasn't logged in since, the attack is still pending.
And i gotta say, MvM was never something the community liked too much in BMC, so a lot of people (me included) opt to play te game permanently on Pacifist mode, and ignore the fact MvM exists, which might explain why your attacks aren't going to many active people, as many of them can't be attacked.
