There's definitely a fov option, just isn't included in this post for some reason. On their website it has it.
"Field of View (65 to 110 degrees)"
It's using the VOID engine (IDTech5) from Dishonored 2, so no you wont be running this fluid at 144fps...
I have same CPU & normal 2080 & I just hope to run this at 60+ fps @ 1440p. I have my doubts seeing the past releases of this engine, heavily modified or not...
Also like Dishonored 2 devs might just state the game only runs at "60/30fps" anything beyond that is not "supported". Aka lazy excuse for optimization.
Hope I'm wrong and this title runs great, they have my pre-order money so far...
PS. The Prey game Arkaine made was on Crytek engine not VOID.
