The best I have figured out is "Annoying people is fun"
That is what happened to me. Ive tried making up a loadout that inviso blinks but I cant. My only theory is that they have infinite HP + Plasma Perk (The one that lets you use health as Mana).

So because they can't ever win naturally they turn to hacks to to get some revenge on all these other players who can, and to release some of that anger and frustration. Mostly it's kids who are new to games and some adults with learning disabilities.
No idea how much hp plasma power takes away, if it's 'incredibly efficient' then maybe 10% for 1 power gauge? If it counts as temporary damage you can regenerate it probably, or use other sources to heal.
Plasma Power + Havoc with damage healing might keep it up but you have to keep doing damage constantly, or the havoc will drain all your hp away.
Not sure about the one-hit kill though.
Just gotta remember to turn off your Havok when the fun is all done, or your searching for a healing station xD
And there's a ton of weapons that'd kill with a single headshot.
So while a cheater is definitely possible, it's also very possible to have an assassin build.
Also, the game can be quite laggy depending on the connection quality (it's peer-to-peer) so the "teleporting" could actually just be rubberbanding. I connected to a friend's game yesterday while downloading, because I completely forgot I was downloading, and from my perspective he appeared out of nowhere and one-shot me.
So there's a lot of possibilities.
^ This. Using this strat I absolutely killed it in every PvP encounter I had during my playthrough. I'd move up on Julianna with invis on, and go into cover to regen when I needed mana. Rinse and repeat. With the standing still upgrade AND the shoot from invisibility upgrade people never saw me coming. It's a lot of fun, but pretty cheeky too.
