R5 2600, RTX 2060, 16 GB of RAM at 1080p with RT off and mostly High settings.
Check your GPU usage when playing. If it's not at 99-100% then its the rest of your system holding back your 3080Ti.

Use DSR or in game res scalling to run the game at 4k.

I'd disagree. It's much healthier (& more quiet) for all of the components if they don't have to run at 100% load all of the time. The aging is much less. I was thinking about a similar setup for 1080p because you can normally max all settings but keep it cool & quiet without water cooling.
There was some article some time ago and they were buying used bitcoin mining rigs in order to compare the performance in games (with a normal gpu). The heat sink paste has aged a lot and so they were basically recommending to replace it & the cooling fan as well iirc (due to the high load 24x7). Other than that the used cards were fine...
Bitcoin mining isn't really comparable to gaming though, that would be like comparing a lemans 24 hour racing car being pegged round the track for a full 24hours to a supercar that you might use to pop for a couple of hours drive in - gaming your also not pegging out your gpu 24/7, even if you were gaming for crazy hours per day, its not going to be pegged out all the time as there's very varied workloads in games.
As for a similar setup for 1080p 60hz, i still think my post was true - even if you want overkill for 1080p 60 hz, you could get something like a 2070 for a fraction of the cost, and even this would be total overkill for 1080p 60hz gaming, which therefore would run at lower clocks, cooler and quieter.
