If Colt goes loud where nearby Eternalists are on high alert, then human player Julianna will be notified of his last known location (albeit approximately), indicated by a marker, similar to tagging enemies, but that marker doesn't pinpoint Colt's precise location, just his approximate whereabouts since he was last noticed (by then you'd already be on the move).
I assume that type of knowledge is also afforded to A.I Julianna.
Oh, and as a reminder, Julianna will only invade areas where there are other Visionaries as well. If the place you visit has no Visionaries, then Julianna will definitely not make an appearance.

As I mentioned earlier, when you play as Julianna, you always spawn within throwing distance of the satellite dish that blocks the exit tunnels. The same could be assumed of A.I Julianna.
The maps aren't that big in the first place (not Battlefield-big anyway), and unlike Colt, Julianna can move around freely with no hostility from Eternalists. Turrets do not attack her (unless hacked by Colt), and even laser and land mines are not triggered in Julianna's presence (unless they belong to, or are hacked by Colt).
Be advised that when playing as Julianna, even though Eternalists don't usually attack her, they will turn hostile on you, as Julianna, if you kill many of them in their presence.
But to answer your earlier question, Julianna usually spawns near the satellite dish that blocks the exit tunnels, and she can move freely because her only enemy is Colt.
I forgot to add or elaborate on this... The moment you see "Julianna is on the Hunt", then it means she literally just spawned within the map, which means she's just near the blocking sattelite/dish antenna.
As long as you don't see the "Julianna is on the Hunt" notification, then it means she hasn't entered the game. But the moment you see that notification, then it means she's just spawned, along with the satellite-dish/antenna which she'll be close to.
With both A.I and human Juliannas, there's usually a time-window of a few minutes where Julianna (A.I or human in matchmaking) can invade your game as Colt. Sometimes it's the moment you enter the map, sometimes it's a few minutes later. What that precise number is I don't know, but if she hasn't turned up after say, 10 minutes or so, then she probably won't turn up at all.
