Report a translation problem
In one of the option subsections, you can restart Colt's progress entirely, I suggest you try it. Sure, you'll be set back a little bit, but considering you're still in the tutorial section, it should be fine. Make sure you grab that stupid little trinket each loop then since we know now this is a potential problem.
I found some other people on Reddit who had suffered the same problem, and it turns out that the tutorial itself has a bug-within-a-bug where if you spam buttons really fast (for me I used both a usb controller and the keyboard and it took me several minutes of trying) while entering and exiting the menu, sometimes it will randomly switch you to the weapon screen and let you proceed to the next part of this tutorial. So I was able to make it past this silly bug without resetting progress; hopefully that is helpful to someone else who gets stuck here too.
Obviously many people (still) have this problem and it has not been fixed for a long time! Here is my comment from another thread:
"I have a similar problem at the same place in the "infusion tutorial" after killing the scientist (Wenji?).
I even have the module in question, but I can't select it to recycle ("sacrifice") it. This is not a crash or a lock, but a permanent problem. I tried everything to bypass the infusion tutorial several times, even copied a savegame. Can't continue the game, very annoying..."
